NetworkManagerとwpa_supplicantの両方が実行されているようです。 Intel 9560-ac Wi-Fiカードを搭載したラップトップ（Inspiron 7590）でも同様の問題が発生しました。 wpa_supplicantをNetworkManagerに置き換えた後、問題は解決しました。その前に、私はインターネット上のすべての提案を試しましたが、成功しませんでした。
編集：問題は複数のdhcpcdクライアントでした。システムはwpa_supplicantでも安定しています。
